Scott is most likely the main one writing the plot while the set and animatronic designs are handled by the production staff. They probably thought killer robots should have red eyes or something. its gonna be ass and a disgrace to the franchise. Welp.
It makes no financial sense for a studio to make a children's horror 3 hours long. The movie is rated PG-13, the main audience is kids, and kids are incredibly unlikely to see a 3 hour film. 3 hours films are also usually less profitable than shorter films because there are less screenings they can show.
